The processes that shape the institutions, policies and standards of the Internet and the digital environment are constantly evolving. New problems emerge that require multidimensional approaches for their intervention.

The current context presents challenges that can cause an upheaval of these processes and a change in the generalized perceptions about the externalities produced by the advance of the Internet in the last five decades.
